How should I handle trouble during the Summers ?

Every Summer, I have problems. I am very close to my aunt and uncle who live next door. I also am friends with some of the neighbors. Each year there are problems and fights between them and my aunt & uncle. I get dragged into the middle of it. I can't stand up for one side, without making the others angry, and then they turn on me. I have to live here too, and can't be happy, if everyone around me is fighting. My relatives are always threatening to move, and I don't want them to, but how can I speak up to my friends, too, without getting them mad ?. What should I do ?. This has gone on now, for the past several Summers. My aunt and uncle speak to the neighbors kids.. telling them to stop doing this and stop doing that. Meanwhile it gets the neighbors riled, and they retaliate. Yet, the parents do nothing to stop their children from breaking the rules, destroying the property, etc.. They let them run wild. I don't want to have to spend yet another Summer, being afraid to go outside.
